ACCES-VR Approved Vendor

Lincoln Square Coaching is authorized by the New York State Education Department's Adult Career and Continuing Education Services-Vocational Rehabilitation (ACCES-VR) to provide Pre-ETS, Assessment Services, Employment Preparation Services, and Adjunct Services. All Pre-ETS and ACCES-VR funded services are provided at no cost to students and families.

What Pre-ETS Actually Includes

Pre-Employment Transition Services were created by the Workforce Innovation and Opportunity Act of 2014, which defines five required activities that every state vocational rehabilitation agency must make available to eligible students. Lincoln Square Coaching provides four of the five in New York, delivered through our proprietary SOAR curriculum and adapted to each student’s goals and support needs. Below are the Pre-ETS services currently offered by LSC.

  1. Job exploration counseling

    Interest and aptitude inventories, conversations about strengths and preferences, and exposure to careers a student may never have encountered. The goal is not to pick a career at 15. It is to widen the field of what feels possible and give the student language for talking about their own future.

  2. Counseling on postsecondary opportunities

    What comes after high school beyond the four-year-college default: community college, certificate and trade programs, apprenticeships, and inclusive higher education programs. This also covers the shift from the entitlement of IDEA to the eligibility-based accommodations of the ADA and Section 504.

  3. Workplace readiness training

    The skills that keep a job rather than the ones that get it: workplace communication, following and clarifying instructions, time management, teamwork, taking correction from a supervisor, and the independent living skills that make steady employment possible.

  4. Instruction in self-advocacy

    Understanding one’s own disability and support needs, knowing what accommodations exist and how to request them, and practicing disclosure decisions. This is the activity that most directly prepares a student to lead their own IEP meeting.

POTENTIALLY ELIGIBLE (PE)

Potentially Eligible (PE) Pre-ETS in New York

You do not need an open ACCES-VR case to receive Pre-ETS. ACCES-VR uses the Potentially Eligible (PE) designation for students with disabilities ages 14–21 who qualify for Pre-Employment Transition Services without going through a full ACCES-VR application.

Lincoln Square Coaching submits the PE referral to ACCES-VR on the student’s behalf. Once ACCES-VR authorizes the request, services begin at no cost to the student or family.

To be considered Potentially Eligible, a student generally needs to:

  • Be ages 14–21 (or in a documented gap year before post-secondary enrollment)
  • Be enrolled in secondary, post-secondary, or another recognized educational program
  • Have a documented disability: IEP, 504 Plan, SSA disability award letter, school psychological assessment, or comparable documentation

What Pre-ETS services are available in New York?

What documentation do I need to start Pre-ETS in New York?

Most families already have what is needed. An IEP, a 504 Plan, a Social Security disability award letter, a school psychological assessment, or comparable documentation of a disability will generally support a Potentially Eligible referral. If you are not sure what you have or whether it is enough, send us what you have and we will review it with you before anything is submitted.

Can my child receive Pre-ETS if they have an IEP but no ACCES-VR case?

Yes. This is the most common situation we see, and it is exactly what the Potentially Eligible pathway exists for. A student does not need to apply to ACCES-VR, be found eligible for adult vocational rehabilitation services, or have an open case in order to receive Pre-ETS. The PE referral is a separate and much lighter process.

What is the difference between Pre-ETS and ACCES-VR adult services?

Pre-ETS is for students, generally ages 14-21, and does not require an open ACCES-VR case. Adult vocational rehabilitation services require a full application, an eligibility determination, and an Individualized Plan for Employment that sets a specific employment goal. Many students receive Pre-ETS first and later apply for adult services as they approach the end of school. Lincoln Square Coaching provides both, so you do not have to change providers when that transition happens. Our adult ACCES-VR services are listed on the Services for Adults (New York) page.

How much do Pre-ETS services cost in New York?

Pre-ETS services funded through ACCES-VR are provided at no cost to students, families, or school partners. Lincoln Square Coaching also offers separate, self and family funded private coaching for those who don't qualify or want support beyond the funded programs.

Where in New York does Lincoln Square Coaching deliver services?

We serve all five boroughs of New York City, Westchester County, and the Mid-Hudson region, which includes Rockland, Orange, Dutchess, Putnam, Sullivan, and Ulster Counties. Services are delivered in schools, at our Manhattan office near Lincoln Square, in the community, and virtually, depending on what the student needs and what the school partnership looks like.
